Reading the 60 m3/h and the 28 m together

These two numbers do not happen at the same time. 60 m3 per hour is the flow with almost no height to lift against, and 28 m is the height it will push to with the flow falling away to almost nothing. Your real job sits somewhere between them: the higher you lift, the less water per hour you get. Work out the vertical distance from the water surface to where it has to come out, add the friction of the hose run, and you can judge whether 28 m leaves you comfortable margin or none at all.
